CalEPA Headquarters Building General Information

This page provides basic information on the following topics for the headquarters building.

Owners/Occupants/Management

Size: The building is 25 stories tall, and approximately 950,000 square feet of office space, comprising an entire city block. It can house up to 3,300 occupants.

Owner: California Department of General Services.

Building Management: The Department of General Services provides building management services at the CalEPA Headquarters Building.

Occupants: The California Environmental Protection Agency and its six subordinate boards, departments, and offices (BDO) occupy the building.

Ingress/Egress and Stairs/Elevators

Entrances/Exits: Staff may enter the building in two locations–through the front courtyard located at the corner of 10th and I Streets or via the side entrance located on 11th Street between H and I Streets. The 11th Street side is a secure employee entrance and requires a security card key for access.

Stairwells are open during business hours for the convenience of staff.

Elevators: There are three elevator banks: low-rise elevators serve floors 1, 2-8; mid-rise elevators serve floors 1, 2, 8-17; and the high-rise elevators serve floors 1, 2, 18-25. Floors 2, 8, and 17 are “transfer” floors.

Hours of Operation (Including Lights and HVAC)

Employees: Standard access hours for employees are 6:00 a.m. to 8:00 p.m., Monday through Friday. During this time, staff with an approved card key may access the building, their own floor, and most other floors occupied in part or whole with staff from their own BDO. Access is expanded during the normal business (public) hours of 8:00 a.m. to 5:00 p.m. to include all floors. Access to the building outside of the standard hours listed here requires supervisor approval. Employees entering outside these hours (with approval) must sign in and out and use a key card (with appropriate clearance) in the elevator to reach their floor.

Public Hours: Public or “normal business” hours are, 8:00-5:00 p.m., Monday through Friday.

After Hours: Staff may request after-hours services (such as heating, lighting, and air conditioning) through their respective BDO Business Services Office and Building Management Office. Requests made before/after normal business hours may be directed to the Security Desk.

Lights: Lights are operational 6:00 a.m. to 6:00 p.m., Monday through Friday. During Stage 2 and Stage 3 power emergencies, lights will be turned off at 5:30 p.m.

Right of Entry

General: Access to the building will be granted during specified hours to tenant employees with an authorized card key, and to visitors attending a public meeting or with an employee sponsor. Building Management Office reserves the right to restrict access to anyone upon their discretion.

Employees–Card Key: A personalized card key is required for identification purposes and access into the building staff areas. Employees must wear their card keys for security identification, and if not visible, may be requested by security to present their card key at any time.

If you forget your card key, see Building Management to obtain a temporary day-use card key. If you lose your card key, immediately notify the Building Management Office. Your card key will be deactivated and another card issued to you.

Visitors: Access to the building for nonemployees must be obtained through a tenant sponsor and/or the Building Management Office. All visitors are required to sign in at the Visitor Center immediately upon entry into the building.

Facility Service Vendors: All vendors entering the CalEPA Headquarters Building with the intent of working on or in the building on activities such as movement of staff/equipment (movers), modular furniture adds/moves/changes (including movers and Western Contract Furnishers), and tenant improvements (construction contractors) must be approved for building access through a member of the Facilities Services Unit. Access arrangements must be made at least 24 hours in advance of the intended entry date/time. BDO staff responsible for vendor entry must contact Facilities Unit staff to ensure Facility Service Requests are completed. Facilities unit staff will coordinate with Building Management staff and make the appropriate arrangements for the work to be completed.

Solicitors: State facilities may not be used for the purpose of conducting or soliciting outside (non-state) business. Outside vendors may not be permitted access within the building for the purpose of soliciting business. Questions regarding the application of this policy should be directed to the Building Management Office.

Delivery Personnel: Access to the building for delivery personnel varies dependent on the item being delivered. Arrangements for small package delivery at the Security Console must be made through the Building Management Office. Arrangement for larger deliveries must be scheduled and received through the Central Shipping and Receiving and loading dock. The only deliveries that may be accepted by the lobby security desk without prior authorization from Building Management or loading dock is for small deliveries of flowers or food delivery. If you need to arrange for deliveries, contact your BDO Business Services Officer.

Numerous measures are in place to ensure your safety and security at the headquarters building of all employees and visitors.

Housekeeping

There are three overriding rules for the CalEPA Headquarters Building:

  • Clean: Contribute to a clean and well-maintained building; don’t litter.
  • Accessible: Keep hallways, corridors, and entrances to cubicles or offices clear and accessible.
  • Secure: Corridor doors leading to work areas should be kept closed and locked at all times. Do not prop doors open for any reason.

Contact the Facilities Services Staff to coordinate the following services with the Building Management Office (Note: Depending on the extent and/or cost involved you may also be required to contact your Business Services Officer. Facilities Services Staff will let you know if/when this is necessary):

  • Mounting items on the walls.
  • Adding or changing locks, or making duplicate keys.
  • Construction-related services.
  • Movement, in or out of the building, of equipment, furniture, merchandise, etc. which requires the use of elevators, stairways, lobby areas, or the loading dock.

Miscellaneous Headquarters Notices

Smoking: The CalEPA Headquarters Building is a nonsmoking building. Smoking is not permitted in the plaza area or the 11th Street ramps or stairs.

Bicycles and other vehicles may not be ridden inside the building or on building grounds. Cleats must have rubber covers if worn in the building.

Lost and found: Building Management handles all lost and found items. Any personal items found within the building should be taken to the Security Desk located in the building lobby. All “found” items will be available for 30 days, excluding items of high value (such as jewelry, cellular phones, and personal organizers).

Post personal notices on bulletin boards in break rooms and other areas of the building. Please do not post items on doors, or on main corridor or other common area walls.

Assistive animals for persons with disabilities are welcome. Other animals are prohibited in the building or on building grounds.

Plants: Employee-owned plants must be kept healthy and pest free.
