Parking at CalEPA Headquarters
In keeping with CalEPA’s clean air and resource efficiency commitment, CalEPA encourages and promotes the use of alternative modes of transportation for employees’ commute to and from work. However, staff may find it necessary to drive their personally owned vehicle (POV) when alternate modes of transportation are unavailable. As such, parking at the CalEPA HQ Building is accommodated by on-street, metered parking and at the City Hall Garage.
Coordinating the parking at the City Hall Garage and managing the assorted parking programs available at the CalEPA HQ Building is the responsibility of the Transportation Services staff. Transportation Services is located within the Visitor Services Center (VSC).
Parking services provided by the Transportation Services; enrollment for monthly parking pass via payroll deduction, Work Related Parking (WRP) and the Incidental Use Parking Program (IUPP).
Employee POV Parking
CalEPA staff interested in parking in the City Hall Garage must complete and submit a parking application (CalEPA-007) to the Transportation Services. Parking applications must be submitted to Transportation Services by the 10th of the month before the effective start date to allow time for the deduction request to be processed by the State Controller’s Office.
Staff no longer wishing to park in the City Hall Garage must provide a written notice of cancellation to Transportation Services by the 10th of the month before the effective cancelation date. This generally allows adequate time for the State Controller’s Office to delete the payroll deduction from the staff’s monthly paycheck.
Carpool Parking
There are 50 discounted carpool rate parking passes available to qualifying CalEPA staff. A waiting list is available when all 50 carpool parking cards are assigned. Carpools must comply with the terms and conditions set forth on the City’s Carpool Application. A single parking card is issued to the carpool and payment must be split between at least 2 carpoolers. To apply, staff must complete and submit a CalEPA-007 and the City Carpool Application. Both forms and all requested information must be submitted to the Transportation Services by the 10th of the month before the effective start date to allow adequate time for the deduction request to be processed by the State Controller’s Office. This generally allows adequate time for the State Controller’s Office to delete the payroll deduction from the staff’s monthly paycheck. Carpooling parking in the City Hall Garage is authorized under Sacramento City Code 10.44.070. Violation of carpool regulations can result in termination or denial of monthly parking privileges.
Work Related Parking (WRP)
CalEPA staff in need of parking for work related travel need to complete a CalEPA-027. The CalEPA-027 must be signed by a Division Chief or above.
Incidental Use Parking Program (IUPP)
CalEPA encourages and promotes the use of alternative modes of transportation for employees’ commute to and from work. In support of that commitment, CalEPA worked with employee union representatives to develop an Incidental Use Parking Program (IUPP) for the use of CalEPA staff located in the CalEPA Headquarters (HQ) Building. HQ staff that predominantly use alternative modes of transportation (e.g., bus, light rail, train, vanpool, carpool, bicycle, and walking) may receive a State-paid parking card for the City Hall Garage. Safety Recommendations and Tips
When it comes to preventing crime, you are the first line of defense. The following is a safety checklist that, when followed, could help you or your vehicle from becoming a victim.
Personal Safety Checklist
Practicing common sense can reduce the risk to yourself and discourage those who commit crime.
- Stay alert to your surroundings.
- There is safety in numbers; when possible, travel with one or more people.
- Know where you are going. Walk quickly and confidently to and from your destination.
- If you must travel at night, walk and park in well-lit areas.
- Avoid carrying unnecessary items.
- Hold purses, briefcases, and packages tightly and close to your body.
- Have your keys out and ready before approaching your car.
- Check both the front and rear seats of your vehicle before entering.
- Lock the door immediately upon entering your vehicle.
Crossing Streets
- Be careful not to become distracted when crossing the city’s busy streets.
- Cross only at crosswalks and obey traffic or pedestrian signals.
Street Persons
- Like most major cities, Sacramento has a street population. Some may be homeless; others may be vagrants or panhandlers.
- Most street people are harmless; however, a few are chronic law violators who may infringe upon the rights of others. Demonstrate a combination of respect and caution around panhandlers and strangers.
Parking Garages and Lots
- Use common sense and choose a parking garage or lot that is near your destination and in a well-lit area.
- Identify entrances and exits when entering a parking facility.
- If possible, park next to entrances or in open, well-lit areas.
- Always roll up windows and lock the doors before leaving your car.
- Avoid leaving valuables in your car.
- Do not text or use your phone, unless it is an emergency. Besides being in danger of being hit by a car, this lack of attention leaves you distracted and vulnerable to other threats.
- Walk quickly and with confidence. When possible, walk with a group of people.
- Report any suspicious activity immediately to the parking garage or lot security.
- Pay close attention to your surroundings.
- Always look inside your vehicle before getting in.
- Lock your doors as soon as you enter your vehicle. Keep your windows rolled up until you have exited the facility.
- Trust your instincts. If you don’t trust something or don’t feel comfortable, turn around and ask a parking garage security guard to walk you to your car.
Metered Parking
If you plan to work after dark, especially if you are parked further than two blocks away, you can move your car to on-street parking adjacent to the building after 10:00 PM as it is free at the meters.

Reporting Vehicle Incidents
Personal Vehicles
Any occurrence of theft or vandalism to your vehicle should be reported to the appropriate authorities immediately. Reports of theft or vandalism may be made to the City of Sacramento Police Department. If the theft or vandalism occurs to your vehicle while parked in the City Hall Garage, the garage office should be notified as well. To report stolen vehicles or lost/stolen license plates, please call the City Police at (916) 264-5471.
State Vehicles
Be certain to follow the procedure established by your BDO. Report State Vehicle Incidents to the California Highway Patrol on Standard Form 99 or by calling their dispatch.
