In keeping with CalEPA’s clean air and resource efficiency commitment, CalEPA encourages and promotes the use of alternative modes of transportation for employees’ commute to and from work. In support of that commitment, CalEPA worked with employee union representatives to develop the Incidental Use Parking Program (IUPP) for employees located in the CalEPA Headquarters building (HQ). HQ employees who predominantly use alternative modes of transportation (e.g., bus, light rail, train, vanpool, carpool, bicycle, and walking) may check out a parking card for the City Hall Garage for up to three days per month.
Employees wishing to use this program must first complete and sign CalEPA-006 (IUPP Self-Certification) and submit to Transportation Services.
IUPP Information
Eligibility
- Pursuant to the agreement between CalEPA and employee unions, only CalEPA employees located at the HQ building who use alternative transportation for commuting at least three days per week (or 60% of their regular work schedule) are eligible to participate in the IUPP.
- Student assistants, contractors, and consultants are not eligible.
- Driving alone (i.e., commuting exclusively via personal vehicle) is not an eligibility criterion.
Parking Cards
- IUPP parking cards allow employees access to the City Hall Parking Garage during the workweek.
- Enrolled employee may check out and use an IUPP parking card for up to three business days per month (no more).
- Only one parking card may be checked out at a time.
- Employees must scan the card at the automated readers upon both entry and exit. Failure to do so will render the card unusable and may result in delays, denied entry/exit, or payment of posted parking rates.
Parking Card Checkout
- Transportation Services issues IUPP parking cards during operating hours:
- Next-Day Checkout: 7:30 a.m. – 11:00 a.m.
- Same-Day Checkout: 12:30 p.m. – 2:00 p.m.
IOU Procedure
If an employee is unable to exit the City Hall Parking Garage using their parking card, they must request an IOU ticket from the attendant.
- IOUs must be submitted to Transportation Services within 7 business days for review.
- If the IOU results from a verified mechanical or equipment issue, Transportation Services will contest the charge with the City of Sacramento on the employee’s behalf.
- Employees are responsible for any IOUs resulting from user error.
Returning Parking Cards
- Parking cards must be returned to Transportation Services no later than 9:00 a.m. on the due date.
- Cards may be returned directly to Transportation Services staff or placed in the counter drop box.
- Failure to return a card on time will result in an additional day’s use (i.e., a late charge).
- Courtesy email reminders from Transportation Services are not guaranteed.
Illness Policy
If an employee is ill and unable to return a parking card by 9:00 a.m. on the due date, they must notify Transportation Services on the due date via email (transit@calepa.ca.gov) or phone (916-323-1376). Failure to notify will result in a late charge.
Lost or Damaged Parking Cards
- By checking out a parking card, employees accept responsibility for its care and condition until returned.
- Lost Cards: If a card is lost, the employee must immediately contact Transportation Services (email: transit@calepa.ca.gov, phone: 916-323-1376). A $25 replacement fee (check or money order payable to City of Sacramento) is required. Transportation Services may hold the fee for seven business days before processing.
- Damaged Cards: If a card is damaged beyond normal wear (as determined by Transportation Services), a $25 replacement fee applies.
